Binary-to-Text Splitting & Mapping Calculations
Base64 encoding is standardized under RFC 4648. It functions by converting 8-bit bytes (octets) into 6-bit index characters:

The algorithm groups every 3 bytes (24 bits) of input data together. It then splits these 24 bits into 4 chunks of 6 bits each:
